3. Where do the scholarship funds come from?
Alabama’s College Counts 529 Scholarship Program has two primary funding sources.
Fees for Administration
The “College Counts 529 Fund” is the marketing name for the ACES Trust Fund, which is the legal name in Alabama. The ACES Trust Fund is a part of the ACES Program, which was created as a college savings option that allows donators to open a savings accounts and pay for a beneficiary’s qualified education fees at an eligible higher education institution. Individuals can buy these savings accounts directly from banks or through financial advisors. Each year, the ACES Trust Fund receives 0.10 percent of the assets held in the counselor program as an administrative fee.
Surplus Funds of the AHELC
The Alabama Higher Education Loan Corporation (AHELC) was created to help Alabamians get student loans.
AHELC was revived after a long period of abstinence, only to have its business model scrapped by the US Congress.
As a result, the AHELC Executive board decided to shut down operations, disband the nonprofit corporation, and donate the remaining funds to Alabama’s CollegeCounts Scholarship Program.
This decision was taken in accordance with AHELC’s founding mission of providing financial assistance to students in higher education.
